As one of the first pensionados, Osias studied education at the University of Columbia. Before entering politics in 1924, he was an educator, teaching and holding administrative positions. As a resident commissioner in Washington, D.C., in 1929, he was instrumental in the passage of the Hare-Hawes-Cutting Act.
