It was under the direction of Tionko de Loiz, the municipal president of Silay around 1906, that the first wharf in the town was built. Tionko also built a tramway line, roads, and bridges, and reorganized the police force to make it more effective. Municipal president of Silay, Negros Occidental (c. 1906), under whose direction the first wharf of the town was built. He likewise installed the town''s tramway line, constructed bridges and roads, and reorganized the municipal police force, making himself the nemesis of vagrants, gamblers and idlers.
