As a member of the CIC, Owens job was to neutralize Japanese (and Filipino collaborators’) attempts to infiltrate and endanger American lines. Facing his baptism of fire in Leyte, he had to investigate captured Japanese, interrogate suspected Filipino collaborators and restore some form of government. This was easier said than done, since Owens and most CIC members had not been briefed about the Philippines. Moving on to Luzon, Owens found the situation more complicated as he encountered the Huks, pro-American guerrillas, suspected spies and collaborators from various classes. After the fighting had passed, the job of preparing the peace proved immense, especially with the class and political conflicts then emerging. Revealing conditions of the liberated areas where peace was supposed to have been restored; this is an important work on the non-combat side of the liberation. - Prof. Ricardo T. Jose
