Smuggling became a problem when the port of Manila opened up to foreign ships. The Customs House near the harbor of Manila had guards appointed by the mayor whose job it was to intercept smuggled goods. The guard in this picture wears a short jacket over a native camisa, trousers of English cotton, and a sombrero.
