Lawyer and assemblyman from Negros Occidental; son of Juan Montinola and Martina Benedicto, and married to the former Basa Benedicto. He was born in Bago on March 18, 1869. He fought against the Spaniards and later the Americans during the Revolution, 1897-1900. He was the first provincial fiscal of Iloilo under the American civil regime and was appointed later as governor of the province. In 1910 he was elected to the same position and again in 1922. From 1931-35 he served as a Senator from the 9th senatorial district and became minority floor leader (he was a Democrata). In 1934 he was elected delegate to the Constitutional Convention and became its First Vice-President. He was elected Assemblyman from the 2nd district of Iloilo on September 17, 1935, and was reelected on November 28, 1938.
