He chaired the powerful commission on appointments. Shown is the second son of the revolutionary leader Servillano Aquino by his first wife Guadaluper Quiambao. The young Benigno grew up in Murcia, then a town of Tarlac, and took up his studies at the Colegio de San Juan de Letran and the Santo Tomas University. Passing the Bar in 1914, he returned to Tarlac to pracitce law, and later, to marry Maria Urquico. He successfully ran against a Nacionalista top man for a position in the Philippine Legislature in 1919 when he was not yet 25, the minimum age for deputies.
