N1  - The Legislative Building (later named the Philippine Congress Building) was originally designed as a public library by Ralph Doane. Its construction began in 1918. When it was finally decided to turn the library into the Legislative building, Juan Arellano redesigned the enitre facade according to the Beaux Arts tradition.
