N1  - In an effort to curb profiteering in foodstuffs, cooperative stores were organized in cities and towns. Registered with and supervised by the Emergency Control Administration, these cooperatives became dealers of basic commodities, particularly textiles, to be sold at controlled prices to their members. But what was designed as a self-help organization would soon be undermined by inefficient management, corrupt politicians and unscrupulous traders. YYY
