N1  - Vargas was appointed executive secretary by President Quezon in 1937. The two worked closely together. At the outbreak of the war, Quezon apointed him mayor of the newly created city of Greater Manila. In 1942 the Japanese Military Command named him chairman of the Philippine Executive Commission.
