After his Four-year tour as Chief of Staff of the US Armed Forces in 1934, he lobbied for the position of American High Commissioner to the Philippine Commonwealth but failed to ge it because of his active military status.  He finally agreed to leave for the Philippines as military adviser to the Commonwealth President with the rank of major general in October 1934
