Until the appearance of rural banks, the financiers of retailers were largely foreign wholesalers and money lenders. Thus, in the 1950s, a series of legislation was passed by Congress to promote and develop Filipino retail trade and to restore to the Filipinos the control of retail trade. On June 19, 1954, RA1180 was passed to limit the participation of aliens in the local trade. On June 17, 1955, RA1345 created the National Marketing Corporation to supply goods to Filipino retailers at reasonable prices.
