With portraits of William McKinley and George Dewey on face. Colors: Face--black overprint, yellow tint, seal and serial numbers in red. Back--yellow. Whereas before treasury certificate issues were not consistent (some denominationswould use red and others of the same series date blue) beginning with the series of 1929, there was a general standardization employing red for all seals and serial numbers of all denominations.
