A lawyer from Tanauan, Batangas, Laurel was only 32 when he served as secretary of the interior in Governor-General Leonard Wood''s cabinet. He set off a cabinet crisis when he resigned in protest of Wood''s reinstatement of suspended American detective Ray Conley. Other Filipino members of the cabinet followed suit. Laurel provoked the controversial "Cabinet Crisis" in 1923 by submitting his resignation in protest against Wood''s reinstatement of the suspended American detective Ray Conley.
