A delegate to the 1934 Constitutional Convention, Perfecto signed the charter drafted by the body with his own blood. Gregorio Perfecto was born in Manduriao, Iloilo on November 28, 1891, son of Mariano Pefecto and Juliana Milian. In 1945, he was appointed Associate Justice of the Supreme Court by President Osmeña.
