Yulo was the general manager of Casa de Hijos de Teodoro Yulo of Negros Occidental, and the first notary public of Iloilo during the American occupation. Son of a rich sugarcane plantation owner in Negros Occidental and brother of Mariano Yulo, the physician. He received his primary education in Molo, Iloilo, where he was born; attended high school at Letran; and obtain three degress from U.S.T. namely: bachiller en artes, perito agrimensor, and licenciado en jurispridencia. During the Spanish regime he served as a lieutenant in the Caballeria de Voluntarios. He became the first notary public of Iloilo during the American occupation.
