Tomas was one of the three Earnshaw brothers who were nautical engineers and shipbuilders. He was an active member of the Sociedad de Tiro al Blanco, Polo Club, and Carambola Club. Born November 5, 1867 in Cavite City, son of Daniel Earnshaw and Gavina Noguera; married Carmen Fernandez Diaz Collantes in 1895; daughter, Carmen; married Carmen Ellson in 1905, sons, Luis and Manuel. Scion of a distinguished family, he was the mayor of Manila in 1927 to 1933. Educated as an engineer, profession, as a civic leader, financier, corporation executive and industrial builder. Earnshaw was educated at the Ateneo Municipal of Manila and was later graduated as a marine engineer at the Spanish Navy Yard. In 1893, and subsequent years, he was chief engineer of the Water Supply and Hull and Boiler Inspector for Manila harbor, and in 1897 he became director and manager of the machine shops of Boyle & Earnshaw. He was a founder of the firm of Manuel Earnshaw & Co., and later served it as first vice-president and manager. After the consolidation of important Manila and Honolulu interests which created the huge institution, the Earnshaw Docks and Honolulu Iron Works, he was a vice-president, director and manager of the marine plant of that corporation. Appointed mayor of Manila on December 1, 1927, his administration was marked by a high degree of efficiency, honesty and economy that has commanded the respect of all classes.
