Dwight Filley Davis

The governor-general of the Philippines (1929-1931), in light suit, with his vice governor, George C, Butte. In 1931, Davis vetoed 88 percent of the 281 bills the legislature had passed in its sine die sessions. He urged the legislature to concentrate on economic instead of political questions, citing the Philippines'' agricultural backwardness compared to its Asian neighbors.
