Manuel Alzate was an assemblyman for Nueva Ecija. He was born in Bucay, Abra on January 1, 1894, the son of the late Capitan Ismael Alzate. He attended the public schools in Bangued, Abra and later came to Manila and enrolled in the Philippine School of Commerce, graduating as stenographer in 1910. He has the distinction of being the first Filipino to pass the senior stenographer examinations given by the Bureau of the Civil Service.
