Wainwright is an excellent vehicle through which to examine these considerations and related issues because his career evolves coincidentally with the development of War Plan ORANGE and many can identify readily with his experiences. This assessment focuses on the primacy of policy; the balance of ends, ways, and means; and the essential nature of unity of command as the considerations most relevant in evaluating the development of American strategic concepts during the period. A better appreciation of the related issues such as military policy, force development, and command relationships will be helpful to those interested in national security planning, particularly in anticipating and addressing those issues as they reoccur in present and future strategic planning." - Abstract
